internet shortcuts not creating - sometimes

Hi,

I got a problem of internet shortcuts not getting created. I am using Installscript project. This problem is not consistent, most of the time it works but fails sometimes. Quite difficult to reproduce the scenario.

It will be helpful if somebody already got this problem and rectified.
