After customer is prompted to enter their information, is there an option to turn on to have installshield prompt the customer for more information and then create a xml file before the installshield wizard begins the install?
Most likely you will require some type of custom action that handles this behavior. I am not as familiar with Express so I do not know what options are available to you in this version. Can you add an InstallScript custom action?
