I suggest forcing the product into an offline activation. To do this, from the command prompt change directories to the InstallShield System folder. Default is:
32-bit: C:\Program Files\InstallShield\2013\System
64 bit: C:\Program Files(x86)\InstallShield\2013\System
Execute the command tsconfig /activate /no_internet and follow the prompts to complete the offline activation.
