IBM Cloud Bare Metal Servers are single-tenant servers that can be deployed and managed as cloud services. Since Bare Metal Servers are dedicated to a specific customer, IBM sub-capacity licensing considers the number of processor cores used instead of vCPU when calculating sub-capacity.
IBM Bare Metal Servers on IBM Cloud are treated similarly to physical servers managed by customers in their On-Premises environment, allowing the use of the number of eligible cores for IBM license calculation instead of vCPU. See the IBM topic, Eligible Public Cloud BYOSL Policy. For requirements based on system configuration, see the IBM topic, Processor Value Unit tables.
Flexera inventory reports Bare Metal Servers as hosted-in on-premises by default. Flexera recommends keeping the default value of hosted-in on-premises for IBM Bare Metal Servers to ensure sub-capacity calculation is based on the number of processor cores. The "Hosted-in" value can be found on the General tab in each Inventory device properties.
Note: At some point in the future, we will expand ITAM to include the option to set the Hosted-in value to IBM SoftLayer for Bare Metal Servers, for now please keep the default value as On-premises.
