Strange Operator ~=

I'm working on packaging MapPoint 2004 for distribution within my company, using Tuner.

I have the msi/mst properly uninstalling the previous version, if any, when executing from the command line.

When the install is executed by ManageSoft, it doesn't uninstall the previous version.

In looking at the tables via Direct Editor, I see many conditions using the operator ~=. (Tilde equal). What does that mean? I can't find it in the help files.

Excerpt from Conditional Statement Syntax.
For string comparisons, a tilde "~" prefixed to the operator performs a comparison that is not case sensitive.
