Error 1406 after a repackage

after repackaging an old VPN installshield, I get the following error:

Error 1406: Could not write value WinSock1.1ProviderData to Key
\System\CurrentControlSet\Services\WinSock\...\NetBIOS. Verify that you have sufficient access to that key, or contact your support personnel.

I know that it is not a permissions issue because I am the admin on this particular box. Has anyone seen this problem and if so, do you know a way to fix it???

I just got this error too with this registry key (see below). Did you or anyone else find a solution to this problem?

Error 1406.Could not write value VersionMajor to key \Software\Microsoft\Windows\CurrentVersion\Uninstall\{3FAEEB11-B290-42B0-8B0D-8C85AF2BE989}. Verify that you have sufficient access to that key, or contact your support personnel.
