Admin Rights, installer rights, elevated screw ups..

I have found a new and interesting way to cock up an install and wondered if anyone else had found and fixed this problem..Basically it funktions exactly the opposite of what I expect.

Scenario 1:
I have to write an INI file change to Notes.ini sitting on H: network drive. I log on as the user (No rights BOD) and run it..perfect..
Scenario 2:
I log on as the user (Local Admin) the MSI goes privelage mode??? and then has no access to the network file?? is this not kinda the wrong way around? I could understand it if it elevated the NON admin user, but to elevate an admin?? What is happeneing there? Is there a simple way to make sure an MSI NEVER runs with admin rights?
This is in my mind a complete BUG!!! btw the package is constructed so that it requires no Admin rights.
