Hey tx.. not sure what installshield has in the temp folder but it resolved my problem too. I had upgraded IS to v2012 from v12 and kept getting that error on all my upgraded installs. note easy way to find the temp folder to 'erase' is go to command...

looking at the log i get this error: ISDEV : warning -7141: Error embedding file C:\DOCUME~1\cutacct\LOCALS~1\Temp\setup.exe into ?. File ? not found.probably has something to do with the overall problem.

tx.. that seemed to work... now IS sees the TFS .. but kicked out VSS... luckily i don't want to continue with VSS anyway.
