Installshield 2014 Standalone on 32bit Windows

I successfully installed the 2014 Standalone build engine today on a 32bit Windows install, however when I attempt to call "IsCmdBld.exe" it tells me that it is not a 32bit application.Is there a version of the standalone that supports 32bit installs...
