2015 LE repeatably crashes Visual Studio 2015 when opening Custom Actions screen

I'm using Visual Studio Professional 2015 14.0.25425.01 Update 3 and my peer is using 14.0.25431.01 Update 3. This crash is occurring on both my and my peer's boxes. Double click Custom Actions, Visual Studio 2015 immediately crashes to desktop. Here...
