we have isolated the bug to 2019 R2 and R3. If you load 2019 R1 it works fine. the fix did not make it to R2 and R3 thanks

We are having the same problem as JerryYeh .This issues was resolved in 2018 R2.It appears that patch did not make it into 2019 R3.We did not load 2019 R1 or 2019 R2. Jeff
