Install new major version, shows message "Another version of this product is already installed."

Follow all suggestions on the upgrade in the release, and nothing seem to allow the install to get past this message. 

Download of new 2019 Installshield

I am trying to download the new version 2019. When I get to download and License page, I see no options to download. https://community.flexera.com/t5/InstallShield/ct-p/InstallShield I am logged in but no downloads or licenses show on the page at all...
