using InstallShield LE to Create an Installation that Installs Windows Services,

I read blog => http://blogs.flexerasoftware.com/installtalk/2012/11/using-installshield-to-create-an-installation-that-installs-windows-services.html
follow step by step instructions, but to pass it on to the host machine, the installation does not work ,not installed (on PC development if it works)
suggestion remains to be set
I have VS2012, and use framework 4.0 and enterprise library of MS
