uninstall before install

I am usng Basic MSI setup and I wnat the package to uninstall all previous version (except parmanant components) before installing the new package?

A "Major Upgrade" uninstalls old versions before installing the new version.

what if it's not major uppgrade? we are developng a software and we don't need to uninstall and install on 30 PCs every time we make changes... we need the setup to automatically uninstall and install.

You just need to configure 'Major Upgrades' in the Upgrades view. A Major Upgrade uninstalls the old version and then installs the new version. The End user will see as the installer is performing a first time installation.
