uninstall another product during uninstall
Using basic MSI, is it possible to uninstall another product silently during an uninstallation?

If the other product was installed by a Basic MSI installation, then a "major upgrade" should do what you want. If the other installer is something else, then you'll typically need a custom action that starts the other uninstaller.

I'd like to uninstall another product during uninstall.
I tried custom action: put a "msiexec /x {product code}" custom action with condition "REMOVE='ALL'", but it does not seem to work...

Oh, right, a major upgrade runs only during installation, not uninstallation.
Only one Windows Installer Execute sequence can make system changes at once, which is why your action might be failing. I'm not aware of a straightforward way to uninstall an arbitrary other product during your main installation. Is there any relationship between the installers, such as being part of chained installations?
