I can't seem to find my problem. Using IS2011 and doing minor upgrades for application bug fixes. I've set my application .exe and it's .config to always overwrite. I roll the installation Product Version and build. The installation seems to do a typical update but my .exe and .config are not getting overwritten (not updated). I just tried changing the Package Code and got an installation error telling me to uninstall the old version. I never want to uninstall the old version. This should be the simplest and most used type of upgrade but I can't seem to get it to work.
Have you tried logging the upgrade and checking the state of the component for the files that aren't upgrading? That may tell you something. Also search the log for the file name to find the actually file copy; sometimes that will give you a reason if the file is being skipped.
