Windows Installer Service could not be accessed ? URGENT!!

I've built dozens of installers with Express 2008.

However, now, the Installers are giving this error:

"The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact you support personnel for assistance."

This error is ocurring on machines which have not changed for weeks, where the previously built installers worked fine.

I'm testing on Win XP Pro SP 2

How can I fix this?
My clients (and me) are freaking out....

I think I may have found the solution.

Or follow these steps:

1. Click Start, click Run, type MSIEXEC /UNREGISTER, and then click OK. Even if you do this correctly, it may look like nothing occurs.
2. Click Start, click Run, type MSIEXEC /REGSERVER, and then click OK. Even if you do this correctly, it may look like nothing occurs, or you may briefly see an hourglass. After you run this command, the operation is complete.
3. Try your Windows Installer-based application again.

Well, the solution above worked for me on Windows XP Pro, but not for my client on Windows 2003.
He tried all of the suggestions in the MSSupport note and nothing has worked.

So, I'm still looking for help on this.

So I guess no one from Install Shield ever looks at this board ??
