Whenever i start new install project i get "Save as" then "Unable to save file c:\.."

Hi

i have a problem that whenever i create a new installshield project in Visual Studio 2013 ( Windows 8.1 )
i get a dialog asking me to "Save as" the project . Then after that i get an error saying " Unable to save file c:\.... ".

Any heads up about this issue ?

When i make a new installshield project , a "save as" dialog appears before even the start of the project ...

anyone having the same problem or knows something about this ?
