WHEN are prerequisite conditions evaluated?

Are ALL the prerequisites' conditions evaluated before any of the prerequisites are run?
Or is each prerequisite's condition evaluated just before running that particular prerequisite?

When is a prerequisite's condition ReEvaluated for success or failure of the prerequisite's install state? Immediately after running the prerequisite?

The conditions are run for all prerequisites at the same time. This is how the install is able to display a list of what is missing.

After each prerequisite is installed the conditions for that prerequisite are reevaluated.
