Unable to add Arabic and Hebrew

I tried to add Arabic(Egypt) and Hebrew with the New Language Wizard, I was able to select them from the list but the "Next" button in the Wizard is not working, I've seen some similar posts for InstallShield 2008 but no final resolution of this problem. Could you help? My project is a Basic MSI one.

Make sure that your project is not opened in the IDE when you are adding new languages through the New Language Wizard.
