Standalone Build German and English
I came across the same problem building my installation package with standalone build. It should includes German and English languages.
I copied the 0409 folder from the IDE which is updated to servicepack 2.
And there a only 43 files in the original 0407 folder but 63 the in the german folder plus an extra subfolder VS.
But anyway: I still have that error!

Make sure that you have StandAlone Build SP2 installed. This issue was fixed in SAB SP1 and will also be present in SAB SP2. You can get details on obtaining the updated StandAlone Build in this KB article:
