Depending on your exact needs, there's a very small chance that if you exclude the setup.exe launcher a basic MSI's .msi file will work. But it's more likely that we've introduced dependencies on the Unicode APIs and even this scenario will fail.
Regardless, this is neither tested by our QA, nor is it supported.
