Reboot request in install validate need to be avoided

I am getting the following information dialog in "Install Validate" custom action during Uninstallation process.
"It is necessary to update the files or service which can not be updated during in execution by the setup. When continuing a reboot is needed to complete the setup."
Please provide information how to avoid the same during uninstallation process.
