Reactivating InstallShield 2020 fails with error 51406 - Fullfilment record is disabled

I have InstallShield 2020 R3 installed on a Windows 7 PC that I haven't used in a while. The license is not expired.

I tried opening it today and I got a message that I need to reactivate it. 

When I try to reactivate I get the error:  51406 - Fulfillment record is disabled.

I have attached print screens.

Please help!

I have the same problem.

Both online and offline activation did not work for me.

What should I do to get my InstallShield 2020 re-activated?
