Never Overwrite

How do I set the Never Overwrite property for a file in an MSI package? When I look at a files properties there is no Never Overwrite option to select. The documentation says to set the Never Overwrite property to Yes.

The "Never Overwrite" setting mentioned in the docs is associated with a component, and not a file link.

OK. So, how do I set an installed database to never be overwritten? It's in my list of components.
