Can you advise if InstallShield Express 2020 R3 perpetual license allows us to install it on multiple development machines + build server, when using one shared activation code?

Unless you specifically purchased Installshield concurrent licensing - your Installshield will have node-locked licensing which is the most common.
Node-Locked licenses are tied to a single user and single machine, so installing it onto multiple machines would be a breach of the license agreement.
