When I try to trigger the build through Jenkins I am getting this error

however, when I open the InstallShield file and trigger the build manually it's working fine.

I have the same problem.

Have you solved it by chance?

If you are using the Installshield Stand Alone Build on the Jenkins machine make sure that it is also activated. If Installshield attempts to run on a machine it is not activated on then licensing issues will occur.
