ICE03 on registry values formatted as [!Component]

Why do ICE03 Not a valid foreign key: errors appear when building on registry values formatted as [!Component]?
The registry value is clearly formatted correctly according to help.
[$Component] and [#Component] do not generate errors.

According to Formatted, ! and # are for primary key in File table and $ is for Component table. You will want to verify existence of the primary key in the corresponding table.
