Force user to read 'EULA'

I have Installshield 2008 Professional - Version 14 with versioning hotfix. I've read that this release has the ability to force a user to read (scroll down) the eula before allowing the installation to continue.

This isn't working for me. Would someone explain how this is accomplished or how to enable it?

Basically the 'LicenseAgreement' dialog where you would place the 'eula' just acts as it always does and lets the user select 'Yes' and then proceed without having first read or scrolled the eula to the end. I was under the impression that one of the features of this version is the ability to force a user to read the eula.

The requirement is not added by default - see the help topic "Requiring End Users to Scroll Through the EULA in the LicenseAgreement Dialog" for instructions on how to enable this.

I setup the custom action as outlined here - http://community.installshield.com/showthread.php?t=167564

However, the 'Next' button isn't enabled after scrolling and selecting 'Yes'. I'm running Windows Vista 64-bit. I confirmed correct configuration based on the instructions and also if you try to 'Cancel' out of the installer while on the 'LicenseAgreement' screen the installer hangs.

Any help would be appreciated.

This action does not work with 64 bit windows. I have reported this to Accresso Support and have provided them with a sample that works perfectly with 32 bit XP and Vista but fails (Next> button never goes active) with 64 bit XP and Vista. I am awaiting their reply.
