File Associations without .exe file

Is it possible to create file associations to an .exe that is not part of the installation project?

I'm creating an installation for a Visual Studio plugin. I want to create associations to our project extension so that devenv.exe is opened.

You can create the relevant registry keys, but there's nothing graphical like for files in your MSI project.
