Error launching Setup.exe

I just upgraded an IS v12 project to 2012 spring.
i thought everything was fine when i rebuilt the project. No errors, etc.

But when i click on the Setup.exe in the media folder, i get the error:

BusinessObjects Enterprise Setup Error
An error occurred while parsing installer setup file 'xxxx/setup.ini'
or
the file could not be located.


although the setup.ini file is in that folder. so that part of the error doesn't make sense. and the builds were fine under v12.

What does this error mean?

looking at the log i get this error:
ISDEV : warning -7141: Error embedding file C:\DOCUME~1\cutacct\LOCALS~1\Temp\setup.exe into ?. File ? not found.

probably has something to do with the overall problem.
