When creating a deployment package using InstallShield (using the free version) from Visual Studio 2015, I get the error below. It's just a basic installation :

Connection failed
Error code 20
The proxy failed to connect to the web server, due to TCP connection timeout.
Any idea what may be causing this? Are others seeing this issue?
I should add that, when I run the installation package from that results from the installshield project, it says "Data.cab" not found. So it didn't complete the build.
