Chained MSI appears behind IS Install Dialog

On my PC when I'm utilizing chained MSIs in an installer, all of the chained MSIs appear behind the Installshield install dialog. This makes it difficult for the end user to recognize that there is some action to be taken.

Is there any way to ensure that dialogs for chained MSIs appear in front of all other dialogs?

I ended up changing the attribute for the InstallWelcome dialog in the Dialog table to include the SysModal bit. This changed the value of Attribute from 3 to 11 and it appears to be working.

EDIT: That didn't fix it...I tried the install on another PC and the InstallWelcome dialog for my chained MSI is still appearing behind the Installshield progress dialog. Any other suggestions?
