Cannot open Dynamic Link Dialog

Hello,

newly I have the problem, that I cannot open the dynamic link dialog anymore.
Can someone help?

In the Components section, expand the component you wish to use and select Files. In the blank area on the right, right click and select Dynamic File Linking to launch the dialog

First thanks for the answer.
I know how to use, but it doesn't open.
When I click onto the contextmenu item nothing happends.
