Can't install InstallShield 2016 (Windows 7)

We are licensed to use InstallShield 2016 Professional

I have downloaded both the Web installer and the "full" installer for IS Professional 2016.
When I double-click either installer I get the "Do you want to run this file" message from Windows, then .... nothing. The installer never starts. This happens with both installers.
