lc_flexinit fails on Virtual PC 2007

Image is XP SP2, with all updates current as of 04-15-2008.

Error codes returned appear random, I've seen returns like '-764223892', '-1144546249', etc.

Is it correct to assume that this method should normally succeed on a VM/VPC?

Return codes also appear random, one example is -1527284664
