When a user reinstall OS, is he going to be treated as new user?

I see in the FAQ following:
When a user accesses the Update Service Notification server, the Update Service
drops a unique code {GUID} on the user's PC. Each time the user access the
Update Service, that code is transmitted to the Update Service Notification
server. The Update Service does not collect any personally identifiable information.


So, if Update Service use Windows registry, then answer is "yes". Am I right?

I don't know for sure, but I would assume that if you wipe the system, delete all partitions and reinstall, then yes would be a new user.

Just makes sense, unless that setting magically hangs around, but deleting partitions, don't see how it would hang around.

The user GUID is stored on the hard drive in the file system (not registry). If you blank the hard drive and reinstall all applications, that will be a new user. If you just reinstall the OS and leave existing applications and data, our file will be maintained.
