ProcessCapabilityResponse error allowed time to process response has expired

I'm trying to call ProcessCapabilityResponse(byte[]) after getting a Capability Response File, but I keep getting FLXERR_RESPONSE_EXPIRED even though I create the License Request File and get the CRF right before attempting this call. I get the error...
