If you have downloaded the redistributable file from Microsoft then you can simply create your own .PRQ using the PRQ editor in InstallShield. There is nothing magic about a prq file. You can create prq files for about anything, for instance I have created my own for the SAP Crystal Reports 13.1 redistributable and have even configured it so it can download the package from the web if it is required.
