isdev error val0008 problem

suddenly in the last couple of days I keep getting the following error when building our installer on both my machines using either standalone builder or the IDE.
ISDEV : error Val0008: In the Upgrade table, the Action Property 'UPGRADE_1' is not listed as a member of SecureCustomP
roperties. The defined upgrade may not function properly.

The ism project has not changed, i've even retrieved it from our perforce server and tried to build with no luck. Our build machine builds it fine and so does my coworker's machine.

this doesnt make sense to me that I would suddenly get this error.

Any ideas what could be going on.

Very strange: does the Property table (Property Manager view) contain a SecureCustomProperties value that includes the property name UPGRADE_1?
