installshield -> installshield premier upgrade

Hello

I wonder if i can  change the version from Installshield (professional) to Installsheild Premier. 

I  bought this installshield this year and then realize that I need the multi- languages installation support which is included only in premier version.

it's hard to buy extra installshield because of price. 
If there is any solution that i can get premier version (even i pay extra price for upgrade) or use multi-languages installations support, please let me know!!

I already mailed via Contact Us Form and got  a mail from the company. 

They said they do not provide upgrading path from Installshiled to Premier. 

But you seems know the way i can upgrade! 

do you think i need to contact  again??
