force EULA on upgrade

How can you make the EULA appear even on a "minor" or "small" upgrade?
Do I need a custom action for this?

Your dialog box "flow" determines when each dialog will be displayed; looking at the dialog conditions for InstallWelcome vs. MaintenanceWelcome should give the idea (perhaps also see the InstallShield "Installation Sequence" help topic).
