XCopyFile returns success, but file is not there.

I am completely stumped - it must be something simple. I am trying to use XCopyFile to copy a file from SUPPORTDIR to C:\Program Files\InstallShield Installation Information\

The return code from XCopyFile is 0, so the file should be there....

I can copy it other places with no problem. I even put up a message box right after the copy if there was success, but the file is not there.

Any ideas? Any help appreciated.
