You need to use the VersionNT, WindowsBuild, and ServicePackLevel properties to check for a specific OS.

For example, to require Windows 2000 SP3 or greater:
((VersionNT=500) AND (WindowsBuild>=2195) AND (ServicePackLevel>=3))
