Why Default Language can't work?
In the Release view, I set Release's propty as follows:
UI Languages: English(United States), Chinese(Traditional), Chinese(Simplified)
Default Language: English(United States)
Languages Dialog: Yes
At installation time, the languages dialog showed, but the default language choosed in language list was Chinese(Simplified).
I don't know if it was a problem.

The issue here is that the name "default" is a little misleading. It's more of a fallback. InstallShield will detect the language of the target machine and use that as the default if it is included in the installation. Only when the target machine's language is not available will InstallShield fall back to the "default" language as its first choice. I assume you have been testing on a Chinese(Simplified) machine; to verify the behavior I described here, try testing on a German (or any language you don't support) machine.
