Validation Error ICE38

Is there any way to fix Validation Error ICE38 in InstallShield 2008 Express?
Here (Cause 1 is equal to my problem) is explained how error can be fixed with other products: http://support.installshield.com/kb/view.asp?articleid=Q107352
But Express has no Components or Setup Design views...

Well, I guess you can't fix ICE38 errors with Express.
I edited the .msi with Orca to get rid of these errors.
