Upgraded build fails with file embedding

While trying to build an Installshield 2009 Premier project that I upgraded from Installshield 12 Premier, I get the following error:
ISDEV : error -7141: An unexpected error occurred embedding file C:\Program Files\InstallShield\2009\Support\SetupExe.Highest.manifest into ...\Local Settings\Temp\571.tmp


Does anyone have any idea what could be causing this? According to the knowledge base, that error means that InstallShield could not create a file, but I checked and the permissions on SetupExe.Highest.manifest and on the Temp directory should allow it.

(Build type is Installscript MSI.)

In case anyone else is having the same problem, the solution was for me to disable Proventia Desktop (BlackICE) on my workstation.
