Suite install - install for current or all users

Is there any way of controlling whether a suite install installs for the current user or all users?

I'm thinking about suite maintenance operations here.

Suite installations only target the whole machine. Correspondingly it's suggested that each installation packaged into a suite be configured to target all users.

We're certainly open to the request, but I don't see it as a priority at this time. Most items we expect people to install in a suite will require administrative privileges, and not even asking the question constrains the design into a simpler place to reason about. However if there's enough value in supporting per-user installations, then the higher complexity may be worth it. Do you see a lot of value in per-user installations, or are you just trying to confirm what we support?
