Suddenly stopped installing .net redistributable

I have a very simple installation project. About the only thing I need to do is install .net 4.5 if not found. I checked the proper redistributable and downloaded it and added it to my project. I also made it a requirement. Last week it would install .net if it wasn't found on the target computer. This week it kills the installation, telling me .net wasn't found.
