Why did it STOP installing the .net redistributable????

I have a simple install. All I need is .net 4.5 to be installed along with my app. I selected the .net redistributable and made it a requirement. The first few times I tested the install installshield installed .net for me. After making some changes to the package it suddenly stopped installing .net and stopped the install because it couldn't find .net 4.5.
